looks like they was taking a picture thru a glass from the outside looking in the glass is old and smudged I just went to a prison and everything was behind glass all my pictures picked up reflection from glass sorry to say

See, if you look at it really closely, you can see that the guy is standing outside and taking the picture through glass (you can see his shadow on the glass). The 'mist' is just the way that the light catches on the camera and reflects onto the glass <_<
